Why does this happen to me, does it happen to anyone else?

I am a 16 year old girl i'm average height but still short people say i have a good body because i am athletic and i have a baby face people say i am cute a lot. I try to be nice to everyone and even if i don't like someone i'm always polite and respectful.

So i am friends with a lot of guys and some of them i don't find attractive i dont mean to sound shallow or anything but i tend to fall for the cute good looking guys but if their personality isn't good then i won't find them attractive anymore.

the guys who like me or flirt with me clearly are ones that i have no attraction to at all but sometimes they are really sweet and nice to me. And when they tell me they like me i end up turning them down because i am not attracted to them.

The guys i like are usually attractive, not perfect or models but just cute. For example i was and probably still am in love with this really really cute attractive guy and his personality as well is amazing. but guys like that usually don't like me! I attract the ones i have practically nothing in common with and i don't find them attractive at all.

Is this normal? because i end up feeling really bad when these guys ask me out and i don't feel the same way back. I don't know why but if a guy isn't cute or good looking i immediately just friendzone him. Don't get me wrong rarely sort of attractive guys like me but they don't have a good personality.

So any advice? Please don't tell me i am shallow or conceited i swear i'm not i want to know why does this happen why do i only fall for these guys who are attractive with a great personality but not the guys who are unattractive and some have a good personality also?
