Is there a major event going on in DC from June 23-26?
It seems like every hotel is either booked or very expensive for these dates.

Summer is the height of tourist season in WDC. There are lots of annual-type events going on but nothing out of the ordinary (as far as I know). DC is just a happening destination. Look for hotels in nearby Maryland or Virginia but try to choose one that is within walking distance to a Metro station (subway). Many hotels will shuttle their guests to the closest station as well.

I don't know of any, but that's normally a busy period, as the schools have let out around the country and families will be visiting DC.
