It is unclear if it is $5 a year or $5 a month.
But, what is clear is it gives Obama another way to raise fees without getting approval, purporting it to be for the common good.

Every phone bill I have ever gotten has had state and federal taxes, line surcharges etc added.

I don't care. I don't own a cell phone. You chose to have a cell phone, so it's your own responsibility to have to pay that tax.
I choose to smoke cigarettes, but you don't see me whining about cigarette taxes.
