a baby cat keeps coming in my backyard from neighbors fence. it gets stuck cause our fence is to high. is it illegal to spray the cat even though it has no way of getting out ?

No don't spray to innocent kitten. Do the right thing and rescue the cat, if he/she belongs to your neighbour then bring the kitten round to them and explain that the kitten keeps coming into your garden and if you feel the kitten isn't being properly cared for in your neighbours home then call the RSPCA/ ASPCA. Look after the kitty good luck

I do not know what you mean by spray, but even if it is a squirt of water, it is NOT your cat, and you do not have the right to treat the animal like that! DON'T BE CRUEL TO ANIMALS! I hope that is a lesson learned...

Why would you want to spray it (with water, I suppose you mean), if it can't get out of your yard? Just pick it up and take it back to your neighbor.

Spray that pussy in the eyes! If it come back, use a different liquid like with battery acid!
