Hippie wants to steal my cat...?
My older hippie neighbor likes cats and made it a goal to befriend my cat. He's talked a lot for months about how he's used cat communication skills that he read about on all the neighborhood cats and how they've worked at varying degrees. It occured to me that he was more interested in just wearing her down than actually creating a good experience between them. For example, he'd say something to her each and every time she moved which annoyed her. He'd pet her so hard that it hurt her and he'd even approach her too fast and also step on her tail just to get to her. It was ridiculous, but I felt she'd be ok. To my DISMAY she eventually became friends with him. She started coming home less and being grumpy with me. While I was doing him a favor he told me she was his cat, he'd been feeding her, allowing her in his attic, and that when he cleaned his house that he was going to trap her inside because he doesn't believe in outdoor cats. He asked if he got her a bell, would I keep it on her because he's super concerned with the birds that cats kill. He also insulted me.
Now, this guy is a character in my town. People say he hasn't changed in over 30 years. (He is somewhat adolescent.) His house looks like a hoarder's house and according to people in town, always has looked like that. I thought he may not wait until his house is clean if it never is, so I went ahead and shipped my cat out of town with one of my best friends who lives on many acres. She's ok. When he came over to my friend's house last week, he loudly called me my cat's "jailer" and said he wanted to see her. He thinks she's stuck in my house... but... isn't that what he wanted to do? WTF? What really concerns me is that now he's moving in on my other cat! I saw some food that he put out today. Several times I saw him at night with a flashlight and heard him describe my other cat as he was looking for her. I'm going to have to say something to him. What do I do or say to him? Help me!

Get your cat microchipped and don't tell the neighbor. If a question ever comes up, or you need to retrieve your cat, the law is on your side.
You can try acting aggressive and mean around your neighbor when in the presence of your cats. Your cats might pick up your distress and avoid the neighbor. If your neighbor asks why you're doing that, explain you're trying to keep YOUR cats your cats. Also, explain that you have your cats on a specific diet, and you don't want that interfered with, ergo, please stop trying to feed your cats. Cats that are given food that's not part of their normal routine are prone to diarrhea and other intestinal issues.
Added: It sounds as if this chap might not be all there mentally. Does he ever receive visits from family members? If so, you might want to corner one and ask how you can get through to this guy.

i have a neighbor that was doing the same thing. only this was a 70 year old woman, she was letting my cat into her house and feeding her canned food. now i only give my cat canned food once a week, and table scraps once a month. she was actually cooking meals on the stove and feeding them to her. i8 eventually told her that i wanted Bella (my cat) to be at home. the lady had the nerve to tell me that i wasn't a good owner because my cat was skinny. all hers are fat. she told me that the next time my cat came to her house, that she was going to take her to the vet, get her fixed, and get her shots. then she was going to use the fact that she paid money on her to legally keep her.
i ended up putting bella into a dog kennel inside to keep her home. i hated it but i had to do it if i wanted to keep my cat. she had food, water, litter box and a place to sleep. eventually the woman moved and i was able to let her back outside. that fact is, that if she had spent that money at the vet, she would have been able to claim that bella was a stray and i would never have been able to prove that she was mine. the other option that i had done was a microchip in her neck so that this would never happen again.

I am a researcher at Landmark Films, a documentary company based in Oxford who make films for BBC, ITV1, Channel 4 and Sky1. We are known for making access-led, intelligent, well crafted, warm and funny documentaries about human stories, different places and institutions. Our latest documentary series was Brain Doctors for BBC2, a three part series on the neurology department at the John Radcliffe Hospital.

I find this all rather strange and odd. why don't you simply solve the problem by making your cat an indoor cat, or microchipping your cat, I have two cats, both are microchipped, yet they are indoor cats, I don't think they really need to be, but its added safety, and in your case establishes without doubt ownership.. the cat would be safer indoors and. you would solve your problem, whatever you perceive it to be, I simply cannot understand why you haven't done so if the problem has persisted for any length of time. instead of keeping the cat indoors you ship the cat out of town, why?
indoor cats it has been shown, live far longer than outdoor cats, are far safer, and content, why do you feel you have to have anything to do with this neighbour, just ignore him, and keep your cat indoors' .
