Are most cats good with big dogs such as a Rottweiler, does it depend on the dog or the cat?

It depends on the personality of both animals. If they're young and then grow up together they'll have a better chance of getting along. Regardless their ages, you have to introduce them very slowly. Keep them separated for a while. Let the dog sniff something the cat was on and let the cat sniff maybe the dogs toy or something. Then you can start letting them see each other after awhile. When that starts going well you can get them both In the same room maybe on leashes to still keep them separated and see how that goes. After that starts working out let them together leash free and see how it goes. When that starts working out real well you can stop keeping them
Separated for the majority of time you're not monitoring them, and they should do fine together.

It depends on the animals. Dogs that are raised with cats treat them just like family members, that same goes with cats. My cats and dogs came together late if life when we began to foster pugs. The cats had been raised with dogs but we had not had dogs for a few years. Since the dogs were not interested the cats didn't get too upset with them moving in.

It depends on BOTH. I have a German Shepherd which had positive interaction with cats when she was still a puppy with her mother. Her mom let a cat stay in the whelping pen with the puppies. Naturally this puppy learned to like cats and see them as part of her family. When I brought the puppy home, my cats who like dogs made friends with her right away. My cats who don't like dogs or who are afraid of dogs simply stay out of her way. I don't allow the dog to chase cats ever. My cats who like dogs will rub on her, let her lick them, they will sleep with her, etc. If she gets too rough with the cats, they will smack her nose, I back the cats up with a command "EASY" and she's learned for the most part to play gently with the cats.
The ideal situation is to start with a puppy who has learned to like cats. Also socialize and obedience train the dog so the dog learns to respect you and do what you say.

Well if the dog is a puppy and its growing up with the cat it should be fine but if you get a full grown rottweiler their maybe a chance of death with your kitty cat

It depends. Likely, if the dog wasn't raised with cats it will try to kill it or at least chase it. If the cat was not raised with dogs, the cat will hide.
