Is the "I decree and declare" Doctrine actually biblical?

Please provide scriptural reference.

    makes me realize that I have, indeed, never heard of that doctrine before now - which is surprising, as I had been involved with many different Christian sects during my evaluation of the various local sects.

    A doctrine is a teaching. The words "I decree and declare" are legal terms intended to convey an oral guarantee if spoken. If they are written on a document or spoken then they are intended to be taken as an absolute promise and truth. Scripture conveys that idea by stating that we are to let our word be truth.

    the decree of divorce is, and pharaoh issuing decrees all the time.

    Declare, I am not so sure of.
