Water destined for the people of the Gaza strip is tightly controllled by Israel, as is the hydro power, transist from one area to another, and free travel out of Gaza.
Water is piped in from desalination plants and natural occuring wells. It is in effect, a very large detention camp for an entire race of people.

butte water because they are most definatly buttheads for starting a war with Israel when they know they will get their asses kicked again and again and the world agrees with Israel this time (if you poke a big dog with a stick don't be surprised when he bites you)
