If he broke a lock to enter your shed, or destroyed anything that was in there, then that is criminal damage and the police MUST take some action against him. They can not ignore a report of a crime.

There is always a chance that you can find evidence of who broke in to the shed. If you have a decent lock then it will resist being broken. But there is always the chance that the tramp will have left fingerprints somewhere. If he broke glass then blood may be present.

If no damage was done then you can only take civil action against the tramp for the trespass and claim rent for the use of your shed. This will cost you money to file the suit and it is not likely that the person will have any money to pay you damages. So you might win your case but you would still lose financially.
