Could a zombie outbreak actually happen?

I've heard of the Ebola zombie (pretty sure it's not true), stem cells, rage virus, and nanobots, but I have my own theory which involves the government doing this to decrease population dramatically. I believe that in the next few years (2016-2025) we will all have been forced to take some sort of chip imbedded in our skin. If we don't take it we will not be allowed to purchase anything (food, drinks, medicine, etc). But what if this "chip" could be used to kill us and and reanimate us into blood thirsty cannibals like some MKUltra mind control. If you have ever played Dead Rising 3 on the Xbox One, there are signs all around the city that says "get the chip now" or something like that. You can even see a blinking light in most of the zombies in the game (I think the chip is actually some bee though). In Georgia there is a monument placed their by presidents and high authorities and the first commandment it states is to decrease population under 500 million.....damn that's alot of people that'd have to die. I think a zombie outbreak would be an easy way to kill off 6 billion people. Just my theory and thought I'd get it out there. Give me y'alls theories. Love to here them.
