At what age do you tell a child that if he misbehaves, he will rot in hell for all eternity?

I prefer to do so at the ripe age of two, then tell him at thirteen that it is all made up, and that he should know by now that misbehaving is wrong any ways, so having hell around shouldn't even factor in. Just like Santa Claus.
