Is Tinker Bell a copyrighted character?
Like, is she owned by Disney or something? I wanna use the character in a project that will be published and I don't want my pants sued off.

Those saying that Disney does not own the character "Tinker Bell" are correct (though Disney does own Disney's particular representation of the character). However, the Great Ormond Street Hospital still retains royalty rights to J.M. Barrie's play. I believe Tinkerbell does not appear in the very first Peter Pan published story (which is in the public domain), and so there could be problems if you use the Tinkerbell character without paying royalties.
Wiki has a discussion of the copyright issues:

Other people's expressions of Tinkerbell remain copyrighted, and even trademarked.
The original 1904 Peter Pan play and characters are now public domain in most of the world.
You should be able to use the character on a general level. But you cannot present it as people like Disney have done.

You can draw your own variation based on the description from the original book.
The character likeness from Disney's tho is indeed a copyrighted character. You cannot use that image or likeness without permission from Disney

No. She was created by Barrie, well before Disney. However, the representation of Tinker Bell is Disney property. Draw her yourself from Barrie's description so she does not look like the cartoon character.
