What does he mean by this?

Help, I am so frustrated! There is this guy and since my freshman year of high school he has stared at me whenever he sees me! I have never talked to him and he's never talked to me but we do have a lot of mutuals. He has made sighing noises at me too and my friends have all noticed that he stares at me so its not paranoia or anything. The other day I was walking and he rolled his eyes at me and my friends all asked me why he did it. I DONT KNOW! Can someone please tell me what his issue is? I don't think he has a girlfriend if thats important but why pick on me?

    I'm assuming he has a crush on you and he's probably super shy around girls. He has no idea on how to approach you. Maybe try approaching him and having a convo?

    Maybe he likes you. He is quite daring guy too. I think you should talk to him. If you don't like him then make it clear to him you don't. He might make a great friend.
