Is there a website where you can get rated recipes?
I am trying to find a site where you can get rated recipes. Something that works similar to amazons comments or user review. Is there anything close?

I'd say that *most* of the websites with a lot of recipes have ratings. Sometimes there are only a few ratings for each recipe, but often there are many more.
(The "Comments" section below many recipes at some blogs and recipe sites will also function as ratings but you'd have to read those rather than just finding a star-rating.)
A few of the large sites would be ones like the ones below.
Often it's best though to narrow the recipes to something more specific, so put the kind of recipe you want in the search bar at each site to do that. For the sites below, I've done a search for "chicken," but you can search for anything you want from the search bar that's usually at the top of the page:
Yummly:
http://www.yummly.com/recipes?q=chicken
Food.com
http://www.food.com/recipe-finder/all/chicken
AllRecipes
http://allrecipes.com/search/default.aspx?ms=0&ori...
Epicurious (here ratings are by number of forks)
http://www.epicurious.com/tools/searchresults?sear...
BetterHomesandGardens-recipes
http://www.bhg.com/recipes/searchResults.jsp?searc...
CookingLight
http://www.cookinglight.com/search/site/chicken
You can also just do a regular Google search using the phrase best _______ recipes (e.g., best chicken recipes, or best chicken soup recipes, etc.) and get a lot of sites that have picked "bests" in that category.

Wow, I bake and always see those websites! I can't think of one off the top of my head, but I'll try to send you a couple through out the next few days by editing my answer or leaving it in the comments.

food.com and allrecipes.com have a lot of reviews on many of their recipes. tastykitchen.com does too, though not as many.
