So why don't YOU tell the shrink that your brother is abusing the drug. The shrink can't discuss your brother with you but he can receive information about your brother from anyone. So call his office or drop him a note. He'll take it from there.
One of my sisters is an alcoholic and used to be a falling-down drunk. She reached the point where she needed to be hospitalized because of her drinking - she was literally poisoning herself. She and I had the same doctor and I saw him the week before I knew she had an appointment and I told him about how bad she had become. Another sister went to the appointment with her (we had to start taking her places) and our doctor told her that if she didn't stop drinking that she'd be dead in under a year. That was the last day she drank; that was over 3 years ago.

I'm assuming the "shrink" has a medical license to prescribe oxy?
Anyway the shrink can not lawfully report him; if he does for some reason, your brother won't be charged and the shrink could lose his license to practice medicine/therapy - it's called patient confidentiality
I would talk to your brother?

Ummm why is his psychiatrist prescribing him oxy in the first place?! Shrinks do not prescribe that kind of medication. Are you sure it's not something else that he's taking? Oxycontin is a very strong pain killer, not a psych med..
