Question about the age of consent?

I get that it is a crime if someone over the age of consent gets involved sexually with someone under the age of consent, but what if both people are under the age of consent?

Update:

So, since the age of consent is 18, then if two 16 year olds have sex, they can go to prison?

    What location are you looking at? If you are California it is possible to charge both, but both will go to juvenile court and sentences likely limited to minimums if they have good lawyers.

    However in most states, and most foreign countries, the age of consent is 16 or lower. And most of the states with 17 or 18 restrictions have Romeo and Juliet laws that allow people whom are close in age to have sex while being underage. There are only about a dozen states in the US were two 16 years old could get in trouble.

    Varies by state. In California for example *both* can be charged and convicted.
