You can, but not via Yahoo. Department of internal affairs, or similar. Where you register births and deaths.

No. You would need his permission and, not being listed on the birth certificate means nothing.

You have full custody and all legal rights. Yes, you have the right to change her name.

You can probably do that online. Or a super legal way to do that, is probably down at your town, or city hall.
