Dealing with married woman?
My mother works in an MNC. I accompanied her in their office party. There foreigners too were present. In that part few Brazilian men were flirting with my mom. They even kissed and hugged her tightly. That too kissing her cheeks, neck.
My mom was extremely uncomfortable and awkward but could not do anything to her foreign boss.

That's just how they act.
It's cultural.
They don't know any other way to be, so it won't cross their mind to change their typical behavior.
Like, for example:
Imagine you're walking down the road. You walk, right?
Ha! A mosquito bit you!
Had you known there would be a mosquito, then you might have used some bug repellent or something! But you didn't know, so all you did was walk, since that is your default process when you go walking.
So it's like that. They did what they thought was the best thing to do at the time.

Many cultures kiss as a form of greeting or goodbye. That's not odd. Flirting is also common in some cultures. People only have control over themselves. It doesn't matter if other people flirt with a married person. What matters is whether or not the married person stays true to their spouse.
Sounds like your mother didn't welcome the attention, thus her marriage was no in jeopardy. No worries. The Brazilian men couldn't care less that you were present to observe them flirting with your mother. They were just being themselves.
