Buy and register without a license - Yes you can.

BUT, most insurance companies will have rules against selling insurance to an unlicensed rider.

You cannot register the bike without insurance.

    Rules for taking the test:

Since you do not have a license, you cannot ride your bike to the test site.

You must provide the motorcycle and have a person with a motorcycle license present at the testing site.

The answer depends on the laws where you live.

I bought my first two without a license or a permit.

    Private sale, no hassles there.

DMV required identification. I used my Driver's license for that.

    I live in NH.

No sir. Every state I've lived in required a license in order to register a vehicle.

Most likely you can, most states in US aren't concerned about license status of owner. UK and some other countries may be different, lots of silly laws around about vehicles and other things. So the question for the legal aspects is Wo bist du?'
