Is it common for real estate agents to over-estimate the price a seller can get for a house just to sign them up as clients?

    No. You forget the realtor doesn't get paid until they make a sale. Why would they intentionally list a house for a price that would make it undesirable?

    My experience has been that listing agents tend to lean to the low end of the spectrum. If the house is desirable in a hot market it may wind up with multiple offers and a bidding war anyways.

    It's not common but I saw it being done when I was licensed.
