Can a recent bar member take cases without an official law firm?

Is there anything preventing him from using his dining room as an office and taking clients without officially being a law office?

Are there necessary expenses just to start up such as liability insurance, business incorporation, etc?

(not considering inexperience)

You don't need a separate law office to be a lawyer.

Not all lawyers would want their clients to know where they live however.

Yes. There are tons of lawyers who work on their own.
