Good action anime set outside of Japan?

Question

The anime's I like are with action and a deep story and where the graphics are normal
Like girls don't hae huge eyes and high schoolers don't look like 10 year olds
The main character isn't a nervous nerd
Normal action anime that even people who don't watch anime would like
Anime that is more like a mature content cartoon

Darker than Black is a good example I only liked the OVA's(special episdes) and season 2 because the character isn't your usual anime character at all then and it gets better when they go to Russia

Black Lagoon has normal action without anything weird just criminals with no powers and it has diversity they have white people, black people,asians and hispanics and they go around the world
 
Death note and Future Diary are good although unlike darker than black and black lagoon there not very action based 
and the characters are in high school
Dragon ball z was really good but it isn't normal at all

Monster is another good example it's just an innocent helpful good man trying to help others and stop a serial killer and just like Darker than Black and Black Lagoon it's set outside of Japan and has normal graphics along with good action and no weird anime stuff

I'm mainly hoping for anime like Darker than Black, Black Lagoon, and Monster because they all have normal graphics nor weird anime **** and they have action

I'm assuming you don't want anything set in space or fantasy either; here's some anime I can think of that's not set in Japan

-Supernatural: The Animation (based on the American TV series, action, supernatural, horror; set in America)
-Gangsta (action, drama; set in fictional city of unknown country)
-Ghost in the Shell (action, drama, sci-fi; set in Japan, but still definitely worth a watch if you like action, wouldn't have been mentioned otherwise)
-Jormungand (action, adventure; set in different places of the world)

Also, since you liked Dragon Ball Z, I suggest that you try watching One Punch Man, it may be set in a Japan-like place and is very weird, but it's hilarious and full of awesome action that's also very well animated.

- Koutetsujou no Kabaneri is amazing!! I know it's all the hype right now, but you'd love it if you enjoy action, gore and steampunk! Sure the main girl is a bit moe, trust me I don't care for moe either, but she's bada**!
- Baccano is wonderful and quirky! It's not so much action, it has a bit, but the story is awesome. 
- Outlaw Star is a pretty good space opera style show. It has a good story and loveable characters, there's a tiny bit of fan service that I couldnt care less for, but it's still good.
- Cowboy Bebop has a wonderful story, but with a slow start. The action is great, and the music is perfect.
- Neon Genesis Evangelion is a favorite of mine. I know most people give it crap because of Shinji and his antics but it has incredible action and a very deep, somewhat eerie story. 
- Deadman Wondrland probably has more of what you're looking for though! 
- Mobile Suit Gundam: Iron Blooded Orphans has a dark story, beautiful action, crazy characters.
