Is removing the battery enough or does the SIM card also need to be removed?

In order to prevent government spying or tracking your location throught cell phone gps, would removing the battery from the cell phone be enough or should the sim card also be removed?

    Just take out the battery. The phone can't respond to pings if it doesn't have any power. Just be aware that as soon as you put the battery back in, and make a call, your location will be known.
