Brake light wont come on?

I have a 1999 maxima (5 speed) and on my left tail light, if i turn on all my headlights and everything there are 2 bulbs on my left tail lamp that light up red, and 2 on the right side bulb that light up. however when i press the brakes, one bulb on my right side gets much brighter and both bulbs on my left side stay the same brightness.

What could be causing this issue? Is it possible that i just need to replace the bulb that works but wont get brighter or is this an electrical issue of some sort?

The element for the brake light is burnt out in the bulb on the dim side.

Brake light bulbs many times have two filaments. That bulb on the left has a burnt out dual filament bulb with one out.
