I'm against fully grown old adults having sex with minors. However, I do feel that consent should be defined more stringently. Forcing or seducing for sex is wrong, but yelling no halfway through sex you have willfully agreed to just a minute back cant be classified as statutory rape, because its the responsibility of those involved to assess the risks before agreeing intimacy. People still need to have a sense of responsibility, the government cant be your brain and pass down laws for every little thing. Spend time enforcing primary laws that exist in the books, and revise those which are ambiguous.

It has been revised recently, via Romeo and Juliet laws. Making it OK for 30 year old dudes to prey on 15 year old girls is a bad idea. Those guys DESERVE to be on sex offender lists.
