My upstairs neighbor lets his cat out every night and it comes and meows outside my window at 3 AM every morning. What do I do?

For starters, my upstairs neighbor is a HORRIBLE pet owner. He has zero sense of responsibility and the only reason he has the condo is because his mom bought it for him. He told me he was going to court for failure to pay child support (because he has zero education, is a raging alcoholic and addicted to pain killers and fentanyl patches). Of course, the most logical thing to do when you can't afford to pay for your child is to purchase a dog (pitbull), which was fine. However; I also have a dog and after 3 months, I realized I had never seen him walking the thing, not once. He worked nearly 12 hours a day and left the dog in a crate that entire time. Eventually, he had mommy find a new home for him. A week later, he got a cat. One night, around 3 AM, we wake up to a loud meowing sound outside our bedroom window. We wake up, let the cat in and text him to let him know she's in the hallway. Fast forward to today and he claims he can't keep the cat inside because he leaves his window wide open so he can smoke cigarettes in his living room, as if screen doors haven't been invented yet. He expects us to let it in every day since there is no way for the cat to get back upstairs. We have been woken up 26 days out of the last 47 and no matter how much we yell, he doesn't care. Oh, and now he got a new puppy even though he got fired from his job and has no money. Also, not walking this dog either (another pitbull). What am I supposed to do? He never thinks anything is his problem?

    Take it to a rescue and drop it off. They can't do anything to you since the moment it leaves their property its a stray. You have a right to not have the cat on your property and have a right to not deal with a pest.

    You say condo - do you have a HOA? If you do, see what rules he is violating - very few of them allow pit type dogs or free roaming cats. In the meantime take the cat to a shelter and say you found it as a stray. He will likely not really even care/realize that it's gone.

    So call animal control, or the landlord,next time the cat comes to the door, let it in and take it to a shelter, he will think it ran away.

    report it to a aid for animals get them a better home.

    Or if you are able adopt the pups
