Is there a law saying you can t share slides and resources from university to people external to the university?

    Yes...university materials are considered private property of the university and the profs/people who work for the university and write them. You would be violating copyright laws and universities have sued students who have distributed lecture materials to others. Essentially, you are stealing someone's intellectual property.

    Someone owns the copyright to those slides, and that's not you.
