Yes and no. The Joker is a complicated character, and as such not even “love” can easily be explained with him.
As much as he is capable and understands the concept of “love”, he does love her. The problem is, his understanding and conception of love is twisted, abusive, violent, and manipulative. It is not “love” as normal people would see it or understand it, but for him, with his mental health and personality issues, it is as close as he can come to “love”. He enjoys having a companion, he enjoys having the support and acceptance she gives him, he enjoys Harley’s love for him, but he does not know how to reciprocate or appreciate these things. It is part of his psychosis, he craves them, wants love, but does not know what it actually feels like or how to have a healthy loving relationship. He thinks love means possession, ownership, abusing the object of his love, testing the “love” to see how much of it there is, and he also thinks “love” the way normal people see it makes a person weak. He sees Harley’s love for him as making her weak and stupid, and therefore deserving of his abuse.
He also hates Harley. She is the one person to come close to seeing through his psychosis to his vulnerabilities. She sees his desire to be cared for, his need to be loved, his desire to be accepted by someone, and he HATES that he has these needs and desires. He hates that despite all he has done to be different, to be inhuman that he still has these very human needs. He hates the fact she makes him feel these needs and that she sees, at least partially, his humanity. He hates the fact she makes him feel vulnerable in such mundane, human ways, ways that he is unfamiliar with and does not know how to express or deal with. And he lapses into the one habit he knows and understands to deal with these feelings she evokes in him of love and vulnerability, violence.
So he loves her, and hates her, and due to the fact he is psychologically unstable, he has no skills to define these feelings for himself, and much like a child, acts out violently when they are awoken.

Not the way normal people love, at least. On the plus side, they treated each other very well in the Lego Batman Movie

Not on the original franchise, no.
However Suicide Squad was more confussing.

joker is a schizophrenic sociopath. he is not capable of love, he is only capable of faking it for the purpose of manipulating someone.
