Can walking be considered cardiovascular exercise?

I walked a mile at a fairly fast pace. It took about 15 minutes. I don’t want to run because I’m worried about making my knee start hurting. Wondering if this would elevate my heart rate enough to be considered a cardio workout.

Yes but 15 minutes is not long enough.

If you have knee problems, try riding a bicycle, I am 71 years old and even walking hurts my knees but I cycle 10Km everyday without problem.

It can be, but usually isn't.

Walking up stairs, or steep slopes can elevate heart rate significantly if you keep moving as fast as you can manage, rather than slowing to maintain a similar effort.

15 minutes is too short for moderate pace on the flat, but might be sufficient if walking briskly on steep terrain.

It’s considered cardio but 15 minutes isn’t enough. You need to do at least 30 minutes. Walking is a low intensity exercise

Yes, it is, but Kano is right - you should probably get more. Try swimming.
