Panna Cotta is Italian because it was invented in Italy.
The ingredients in it are available anywhere, and always were ..

Panna Cotta translates as Cooked Cream !

It’s less about the ingredients used being considered Italian, but the dish itself being a traditional one, long preferred by Italians as traditional.

Panna Cotta is an Italian ingredient meaning Cooked Crème. And it takes a couple of days to make.

Panna cotta was invented in Italy sometime in the first half of the 20th century.
That's what makes Italian.
