Or how does the ingredients used in panna cotta make it an Italian dish?

Is the cream used in Panna Cotta only available in panna cotta? Other than that the dish was invented in Italy, what else makes it Italian e.g are the ingredients used, traditional to Italy or something?

    Panna Cotta is Italian because it was invented in Italy.

    The ingredients in it are available anywhere, and always were ..

    It’s less about the ingredients used being considered Italian, but the dish itself being a traditional one, long preferred by Italians as traditional.

    Panna Cotta is an Italian ingredient meaning Cooked Crème. And it takes a couple of days to make.

    Panna cotta was invented in Italy sometime in the first half of the 20th century.

    That's what makes Italian.

    On a side note Caesar salad is from Mexico.
