I assume this is someone I care about doing the asking?
I would tell them I would be happy to give them some tips (if their kids are no older than mine) or to look for a helpful book, but that the actual parenting is THEIR job.

You teach Mom and Dad what to say and why its important the child hears it from them.

I tell them to take responsibility for their own children.
I point out to them that it's on them to figure out how to talk to their children, they should be talking to their children throughout their lives from infancy onwards (rather than 'The Talk' once they're in their teens) so it's something they get accustomed to talking about over time. There are resources to help parents teach their children, including sex ed to ensure they know facts.
