I suppose it would depend on where you used it and the precautions you took to ensure the safety of the operators and the public.
Even here in the UK there are a few farmers who have built car throwing trebuchets, and we have no deserts. I expect Youtube will bring up a few. Two miles sounds a stretch, though.
Take the correct steps and you will be fine. Do not carry it as a concealed weapon, you WILL get arrested.

LYING on Yahoo Answers isn't an arrestable offense. Building the catapult wouldn't be illegal, but USING it would.

Depends upon the zoning where you are building it, and whether you use it.
It's a dangerous weapon, as well as a large structure, albeit possibly a temporary one.

The Romans got no catapult that can do that range the max range was 750m.
The U.S. Army want a Strategic Long Range Cannon (SLRC), with a range of up to 1,000 nautical miles—or 1,150 miles. A cannon with a 1,150 mile range is fantasy-land capability. So if you can make a catapult that can go 2 miles you get some fine for the damage and a contract with some people... but you can read again about the fantasy-land capability of that cannon not a catapult...
