It is possible to train your cat to use a toilet. There's a litter box you can put on the toilet bowl to teach the cat that's a good place to go. After a while, they don't notice the training pan is gone and just go in the toilet. Sure, you'll have surprises waiting for you because teaching them to flush is an entirely different thing. You still need a regular pan just in case.

Cats can be very insistent on what they will or will not accept as a litter box. Many cats need to dig before they poo, and that means she finds the substance that you are using as litter is not acceptable to her. You can offer the new litter box, but also provide her with the old one and litter that she was using before.

Sorry but cats have the instinct to COVER their poop/pee, so its not possible for them to use a litter pan w/o litter on a consistent basis. Why do you not want to use litter in the pan?
We use the wood stove pellets (or horse bedding pellets at the farm store) for litter and have been using it for more then 10 yrs now. Its not dusty like most clay litters.
Your cat will likely go find something else to pee in or on and you will end up with a lot more problems.

A mound of litter on a cookie tray on the floor would be the first way of starting that.
