There is no legal limit to how many phones you can have at any age. I currently have around ten, myself, and regularly share them with others.

Yup. No law which limits how many phones a person can own. But mom and dad rule. Their house; their rules.

If you are under 18, you don't "own" anything.
Your PARENTS own the phones, and it's at their discretion as to how many phones they choose to ALLOW you to use.

there is no law governing how many cell phones a person can have, or at what agde

There is no law in the US or any state that limit the number of phones, both landline and cellular, that any person can own regardless of age.
Most cellphone companies will have a limit if the number of phones they will allow on an account, however that is a matter of company policy and not a matter of law.
