The city of Long Beach has a website, which includes their compensation programs. The General Employee document is over 206 pages and was locking up on me. You can look through their documents to see if it outlines whether or not they offer paid leave for Guard and Reserve duty.

Long Beach has no jurisdiction over military people except the military itself.

You are not making any sense. Military leave is given to people in the military, BY the military. No-one actually "pays" for it.

The military base commanders are in charge of the military personnel when it comes to leave requests. The city of Long Beach has city employees. I strongly suspect you are being led into something.
