No you do not need a license but donations made to you would not be tax deductible because you are not an official charitable organization (501c3). It is, however, legal fraud if you are not honest about what the donations will be used for.

What do you mean "raising money for a cruise ship"? Are you going to build one? Do you mean to take a cruise? If so, you get a job and save money.
