Take some classes at your local community college.
If you are still in high school take any cooking classes offered.
One of my grandsons took culinary arts in high school for 2 years.
He is 18 and can make you some fantastic spaghetti starting with homemade pasta. Or the other night he made a Korean stir fry dish with fried rice. From scratch. ALL learned in those classes.

Buy an instructional cookbook and work through it. For inspiration, watch the movie “Julie & Julia”.

I decided this summer that I wanted to become more familiar with cooking Thai, Vietnamese, and other Asia dishes. So I'd find a recipe, and make it a couple of times. I usually tone down the spiciness- if the recipe calls for Thai bird chilies, I'll use jalapenos instead, and only put in a small amount the first time I make it. I can scale it up later. I know a couple of people who are fairly experimental in what they eat, so I give them some of the stuff I make and get their reviews. Southeast Asian food is very healthy- Vietnamese dishes especially use a lot of greens and herbs, like basil, mint and cilantro. There's nothing very fancy about the techniques you use either- a lot of dishes start by putting spices like cardamom, fennel seeds, cumin seed in a dry pan and toasting them to bring out the flavors, then adding vegetables and liquid to simmer, adding chicken or beef or shrimp in time to let it cook through. OR they start by throwing spices, peppers and other things in a blender and grinding them up, then putting the paste in a little oil in a pan to fry, then adding the other ingredients. There's a lot of cutting and chopping, but nothing tricky. There are also YouTube videos you can watch.
