    It's an adaption of a speech and reply made by Senator Daniel Webster to Senator Robert Young Haynes in the famous Webster-Haynes Debate, 1830. 

    In reference to the federal government and believing that nobody had the right to tell peope what to do, Webster said, "The people's government, made for the people, made by the people, and answerable to the people."

    Abe Lincoln made a few alterations and added religious sentiments, such as "shall not perish on the earth" to it
