Not necesarrily, maybe they have good memories.

No. It means that they think their memory is good enough that they can remember what they need to remember and don't need to take notes. Or that they prefer to wait until after the interview and then write down what they need to write, instead of doing it during the interview.

Interviews I've had never involved notepads and pens. Just present yourself to the best of your ability.

What sorts of jobs are we discussing here? Unless we're talking about something fairly high level, I see no reason why anything other than marking up the resume would be needed.
