No, there is no income tax refund on money you did not earn. You paid not axes, there is nothing to refund.

Everyone can file. There is no longer anyone alive who cannot file. There used to be one guy in the 1980s, but that was mainly because he had been kidnapped in Lebanon by terrorists who were holding him hostage and wouldn't let him go to the post office (in those days, you had to mail everything; you couldn't file online/electronically). When he died or was released (I don't remember which), the worldwide global total number of living humans who could not file dropped from one to zero.

As far as getting a refund, probably not. But even if you can't get a refund, it's worth filing just to show that you don't owe the government any money.

The maximum SSI benefit is $771 a month (SSI stands for supplemental security income and it is a federal welfare program) although some states do supplement the federal SSI benefit of $771 a month.  Do you get social security disability instead?

You are talking about the tax return you will file in 2020 for 2019.  You would only get a refund if you paid income taxes in 2019.  Did you have other income in 2019 where you paid income taxes?

You pay an income tax on your social security benefit if 50% of your social security benefit plus other income comes to $25K if single or $32K if married.  Otherwise there is no income tax due on the social security.  SSI is never taxable.

We have no way of knowing if you are due a refund in 2020 for 2019; you haven't provided enough information, e.g. are you married, did you pay income taxes in 2019?-  If you didn't pay income taxes in 2019 then you aren't due a refund - can't refund what you didn't pay in the first place.

You have to file, because you have income - that's the law. What you get back, if anything, depends on a number of things. We can't just guess your circumstances and just the $885 a month doesn't tell us much.

If you worked in the year 2018 and were entitled to receive a refund you can still file a return and you should receive a refund. There are no penalties for not filing a tax return if you don't owe any taxes.

    No.

Receiving a refund requires that you:

    A)  Have paid in taxes (withholding); or,

    B)  Qualify for refundable credits.

Is this your only income? If so, no you don't file at all (no taxes) & can't receive a refund since you pay in zero tax.
