Human Resources normally screens applicants and processes new hires based on the needs of other managers. So the person you are looking for would be the manager doing the hiring for the position in question. High level executives generally do not concern themselves with the routine tasks of HR.

Depends on the company. Normally you are interviewed and hired by the owner/manager etc. then HR. does the paper work.

Unless the position being hired is an HR position, HR will not be the ones making the actual decision. HR may be involved in the process to an extent, but not the actual decision. Different companies do things differently and will involve HR in the hiring process in different ways.
