so u take your cats for a walk on a leash then. I take my cat on a leash - he runs next to me like a little horse. start wearing harness at home first for a few minutes while they get used to it. when they get used to it try attaching the leash and walking with them inside your home. cats are not dogs, they can not be dragged around, they want to walk where they want to, so it is actually THEY walking u on a leash. when my cat wants to go to other people's gardens I tag him a little bit back and tell him I can not go there, so he turns back. your cats will learn how to walk on a leash pretty fast, just do not make them do things they do not want to

Keep your cat indoors. Stop letting it roam. Cats dont "need" to go out. Roaming cats are a nuisance

Do what they say or move, your choice.

Technically cats legally can roam but if the property has rules you need to abide by them. So you follow them, move, or compromise somehow. Pushing may have them refuse to let you have 2 cats so be careful.
