I am on furlough during this pandemic but want to resign?

Can I. Even though I am getting furlough payments from the government and still on payroll.

    Yes, of course you can. You aren't chained to your job. But at least you are getting your salary while you're at home, which millions of unemployed people would love to have. You could use this time to better yourself by working out, learning a new skill, enjoying the time to play video games or binge-watch a TV show. But you can also submit a letter of resignation, giving two weeks notice, and then start looking for a new job.
