Since Puerto Rico has more residents than any of 20 states and more than WY, VT, AK, and ND combined, why hasn’t it been made a state?

    Statehood has been offered a few times and always refused.

    News flash--- they voted several times. They don't want it. They want to continue as a commonwealth in free association with the United States. They are US citizens. And serve in the armed forces.
