When a warning of a fine will be given, if the rules are broken?, why is there a maximum limit of that fine?.?

    Are you saying you were just given a warning, and not actually given any sort of fine?  If so, it sounds like you don't have to worry about the fine, just don't do what you were given a warning about again.  As far as to why there would be a limit, different infractions have various different potential amounts you could be fined for, based on the circumstances.
