No. There are people that i know. Patients. I know them the second they walk in. The way we react “hello John/Jane, what can i do for you today?” But they get universal health cate the same way as we all do

Globally, no as there is no universal data base. However within a system, possibly. However, they wouldn’t make it harder, they would simply withdraw from your care, and the law implicitly specifically has a way to do that.

Yes to some degree.
A GP can't refuse to see a patient who made an appointment, unless they are deemed dangerous to the medical staff. However when it comes to specific treatment, a person can be denied or constantly put to the bottom of the priority list.
