If the U.S. never gone into Iraq and left Saddam Hussein in power. Would Iraq and the Middle East be better off?

Saddam kept Iraq stabilized and under control. If Donald Trump were President instead of George Bush in 2001-2009 then I doubt the U.S. would've gone into Iraq because Trump opposed the Iraq war.

The problem with Saddam Hussein was his method of keeping Iraq stabilized was to torture and murder any groups who asked for better treatment.  He gassed villages in areas where the people did not support Saddam's regime, killing thousands of men, women and children.  He amassed a huge military way stronger than needed to keep Iraq under his control and then started to invade Kuwait and likely had the allied forces not stepped in would have said "that was east let's see who else we can invade."  He was found to be building a huge special cannon that could shoot a large shell at neighboring country's cities from inside Iraq, and was pouring huge amounts into poisonous gas development for the military.   I think he was even dabbling in building nuclear weapons and after being pushed out of Iraq by the Americans he agreed to stop all production of weapons of mass destruction including poisonous gas production and atomic research.  America perceived that he was secretly still building these vicious weapons so convinced the allies that they needed to take Saddam out so invaded.

Likely less people die in Iraq these days from terrorism than did from Saddam's terror against his own people and his invasion of Kuwait.  There have been attempts by ISIS to take over Iraq but the Iraq military which was trained by America before America left Iraq seem much more capable and have largely stopped ISIS, and the democratically elected government does not seem to harass and murder the minority groups like Saddam used to.

Then Middle East is still being harassed by extremist Muslim groups who are angry at how the Middle East seems to choose to loosen its Islamic beliefs to embrace western culture and slowly these countries are winning at minimizing the power and violence of these groups,
