    That depends on the state laws and state constitution and what kind of punishment you are talking about. In some states the governor may be able to with hold some funds if city leaders do or don't do certain things.

    You assume we know what you're thinking... yet we don't. There is no "executive punishment of city leaders" law.

    The Governor is not allowed to punish City leaders.  That's the Courts' job.
