Why is 311 forwarding me to a messenger machine, do they not pick up the phone on Sunday after 6:48pm?

I think 311 is the non emergency number.

311 is a rock band, and a number used for different purposes in several different US cities. I don't know if it is used at all outside of the US. Where I live, it is an information number open 8:00am to 5:00pm Monday - Friday.
