Cat stressed or allergies?
I take care of out door community cats. Means I get them spayed/neutered, shots, food, water, warmth in the winter ect. There are 6 right now. Recently, as of the last 2 weeks or so I've noticed one of the cats seems to be licking their tummy more thank he used to and he's starting to bald on his tummy and between his legs. About a month a go we also started dog sitting my sisters puppy (about 7 months old, small dog). I have 2 small dogs myself who never seemed to have a problem with the cats coming by to eat and sleep in tubs I make for the community cats. My sisters dog however has really stirred the pot and spends a good chunk of his day barking and chasing after the cats though it seems to be getting a bit better. No other cat has had this balding problem but this particular cat has been with us the longest.
Could he be stressed? or maybe new allergies? How can I help him?
Money is a bit strapped over the past few weeks which is why I haven't yet taken him to the vet but we intend too as soon as we can gather enough. I just want to know how I can help him in the mean time.

Consider keeping the dogs inside, unless they are doing their business. Dogs do not need to be outside without their humans. The dog likely is asking to go outside in order to chase the cats. If you cannot keep the dogs inside, can you make a separate area that is blocked off from the dogs?
Consider the cat may have gotten into some sort of chemical. This could be salt on a sidewalk/driveway, or other chemicals. He may also have a skin condition requiring treatment, or allergies/stress as you have considered. Any changes in food offered?
If you are at all able to catch this kitty, he probably should to to the vet for this. Use of a "live trap" can capture him (or any of the other cats . . . ) and then find a vet who is willing to treat feral cats. If this kitty is NOT FERAL, then simply collect him and take him to the vet. You might ask if the vet participates in "Carecredit"; or put up a "Gofundme" for the kitty with cute pictures of him; or ask for some help from people you know for the cat. It seems as though Gofundme gets results in many cases, although I have never tried using it.
If 7 month old pup is not particularly good in the house, try using a dog cage to confine him for part of the time. This will help with house training, if he is not yet trained, as well.

OK... So you say you take care of the outdoor cats.... you say you get them spayed/vaccinated ETC (It's ETC, no such word as ect).... How do you KNOW these cats NEED this care? Do you actually check they have owners somewhere who wonder where the hell their cats are? You say you are 'strapped' for money at the moment.... but you pay out of all the care you SAY you provide? But somehow a patch of baldness is too much for you to afford? It's AMAZING how often people on this site intend taking the animals to a vet ''tomorrow'' but ask for free advice in the meantime.... You know what? I think you should ask your question again, but this time stick to the FACTS. We all know people who, for their own vanity, try and make themselves St Francis with no real concern for the animals or their owners.

I am far from an expert but it seems to me the cat is stressed by the dog's endless barking and chasing. It's just too coincidental that it all started 2 weeks after that new dog came to stay. I think the solution is to stop the dog from his harrassment of the cats. It's not very fair to them, is it? Their lovely sanctuary has been overtaken by a scary predator!
